UK government asked University of East Anglia to come up with specific climate results?

By examining old documents, it appears as though UK government simply asks the UEA to dig up results of social character, that makes a stronger case against global warming.

If so, the UEA-"results" seems to be given before making there science...

 

"The UEA was asked by the UK's government agency DEFRA to create a 'headline' socio-economic indicator of climate impacts. This does not seem like un-biased science to me."
